February meeting minutes

Minutes of the Ravenfield Parish Council meeting held on Thursday 10 February 2022 at 6.30 in Ravenfield Parish Hall, chaired by Councillor D Rowley.

Present: Councillors B Callear, K Jay, R Jupp, T Leach, R O’Nion, N Pearson, D Rowley and Clerk G O’Carroll.

Three members of the public were present.

29/22 Confirmation Of Minutes - The Council RESOLVED that the minutes of the meeting held on Thursday 13 January 2022 be a true and accurate record of the proceedings.

30/22 Matters Arising From The Minutes - Reference minutes 10/22 (d) – the cost to repair the Parish Hall front door has been received at £80.00. The contractor has explained that the door closer will need to be fixed in a different position, through the frame and into the lintel. Should the door be damaged in the same way again, a new door may be required, as it would not be possible to fix the closer in another position. The Council RESOLVED to proceed with the quotation, and noted the advice received. The Council asked if possible, could a restraining strap be fitted? Action: Clerk to discuss with the contractor.

Reference minute 17/22 – Maltby Brass Band cannot assist with the dates of the proposed Christmas light switch on, Christmas Market or the Queens Jubilee Community Picnic. The Clerk has also approached Bramley Brass Band, who have availability in December. The Council RESOLVED no band would be required for the Queens Jubilee Community Picnic. The Council asked that the Clerk look to obtain costs for Maltby Brass Band to play at Ravenfield Parish Hall pop up café, Sunday 18 December 2022 (upto 1.5 hours), and Bramley Brass Band for the Christmas Light Switch on, Thursday 1 December 2022 (up to 30 minutes). Action: Clerk to obtain costs and circulate to the Councillors ahead of the next meeting.

31/22 Correspondence -

32/22  Matters Relating To The Recreation Grounds

(a) Jubilee field, drainage update. Rotherham MBC have confirmed that all of the pipe work is installed, however a precast concrete outfall at the bottom of the pipe outlets is yet to be installed. The part has not yet been delivered. The field is also deemed to wet to travel on without causing damage. The drainage team will return to install the outlet bay when the field is dry enough.

(b) Stone boulders, Hollings Lane. Cadent repositioned the bollards to close access gaps on 3 February 2022.

(c) Bramley Sunnyside JFC requested hire of Hollings Lane playing field to hold their Annual Football Presentation on Saturday 14 May 2022. The Council RESOLVED to grant permission, requesting that the football pitch not be used, no loud music be played and that permission must be obtained from the events department at Rotherham MBC.

33/22 Matters Relating To The Parish 

(a) The Council RESOLVED to replace the defibrillator battery (outside The Cavalier pub) with a new one, at a cost of £175.00 exc vat.

(b) Queens Platinum Jubilee Celebrations – it was RESOLVED that the event be marked with a Community Picnic, held on Hollings Lane playing field, Saturday 4 June 2022, 12:00pm onwards. Action: Clerk to inform Ravenfield Arms, and to obtain straw bails as seating.

34/22 Matters Relating To The Parish Hall

(a) New shelving has been installed in the book swap library The Council discussed ideas surrounding the donation of books. It was RESOLVED that a plastic box be placed in the library, with a lid and note attached, asking that book donations be placed inside the box, if the box is full no donations to be left. It was also RESOLVED to remove jigsaws from the library to free up more shelving. Action: Councillor O’Nion to provide a plastic box

35/22 Matters Relating To The Parish Council 

(a) Unity bank update: No Post Office, paying in card received. The Clerk has reported this a third time . The Clerk reported that it is becoming increasingly difficult to contact Unity Bank. Telephone queues are in excess of an hour, and no answer to emails.

(b) Staff Pension Policy. South Yorkshire Pensions Authorities (SYPA) have confirmed receipt of the signed direct debit mandate. Awaiting further details from SYPA.

(c) A request was received from Ward Councillor Mills, that Parish Councillors have a DBS Check. Councillor Rowley obtained advice from YLCA, reference NALC Legal Topic Note 86. The Council RESOLVED not to obtain DBS Checks as not necessary, and do not work alone with children or vulnerable adults.

(d) Ravenfield Community Emergency Plan was updated by the Clerk, and amendments approved by the Council. Action: Clerk to provide a copy to Rotherham MBC, and to obtain contact details of Rotherham MBC Emergency Operations Lead. The document is to be published on Ravenfield Parish Council webpage.

36/22 Reports From Ravenfield Community Group Plan (RCGP)

(a) The Council RESOLVED to pay the flyer printing costs of £167.55.

37/22 Matters Relating To Ravenfield Allotment Commitee

(a) The Council RESOLVED to provide the Chairman of Ravenfield Allotment Committee with a key to the gate access leading onto Hollings Lane playing field.

(b) Rotherham MBC have agreed to assist with the removal of asbestos and other rubble found whilst clearing the allotment site.

(c) The Council discussed the content of a tenancy agreement with the Council and Allotment Committee. Action: Clerk to obtain further advice from the National Allotment Society

38/22 Matters Relating To Redrow Development

(a) The Council RESOLVED that the minutes of the meeting held with Rotherham MBC Council leaders on Monday 7 February 2022 be a true and accurate record of the informal meeting, held virtually on Zoom.

Rotherham MBC Planning Officer, Lisa Brooks later shared details of the marking at the Bramley mini roundabout, and confirmed that a non intrusive survey has been carried out and the markings on the road and footways are there to identify lines of underlying services. Any improvements to the junction will require a S278 agreement, which is not currently in place. The Council asked how would the roundabout be enlarged? And by enlarging this, how would the traffic problems be alleviated?

Action: Clerk to obtain more information from Lisa Brookes. Action: The Clerk is to write to the GP Practice in Ravenfield to obtain reassurance that they can cope with Ravenfield Parish Council –10 February 2022 Page 3 of 5 the influx in new residents when the new dwellings are built.

39/22 Matters Relating To Green Items

The Council RESOLVED to remove Solar Panels from the budget for 2022/23 as too expensive at this time. The Council would still like to obtain solar panels for the Parish Hall, and to continue pursuing this via appropriate grant applications.

40/22  Planning

RB2022/0131 – 31 Braithwell Road, Ravenfield. Loft conversion with gable and rear dormer and single storey rear extension.

Noted. No objections raised.

41/22  External Meetings 

Councillor Pearson and Councillor Rowley met with Councillor Reynolds, and Tim Archer (Play and Horticultural Manager, Rotherham MBC, at Hollings Lane Play Area on Monday 24 January 2022 to discuss the location of a BSL Sign (reference minute 07/22

(a)). No information was available of the size or type of sign.

Silverwood Memorial to mark the anniversary of the 1966 Paddy Mail Disaster, was held on 3 February 2022. Councillors commented how well attended this was.

(a) Update on Council’s finances. The information was noted and approved.

(b) Payments to be made were approved.

45/22  Date And Time Of Next Meeting 

The date and time of the next meeting was confirmed as 10 March 2022 at 6.30, to be held in the Parish Hall.

46/22  Exclusion Of The Press And Public 

It was moved that under Section 100(A)4 of the Local Government Act 1972, the public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in Paragraph 3 of Part 1 of Schedule 12(A) of such Act indicated, as now amended by the Local Government (Access to Information) (Variation) Order 2006, information relates to finance and business affairs. It was moved that under Section 100(A)4 of the Local Government Act 1972 the public be excluded from the meeting for the following items of business due to the confidential nature of the business to be transacted.
