Minutes of the Ravenfield Parish Council meeting held on Thursday 9 June 2022 at 6.30pm in Ravenfield Parish Hall

Chaired Chairman Councillor R Jupp.

Present: Councillors K Jay, R Jupp, T Leach, N Pearson, D Rowley and Clerk G O’Carroll.

Seven members of the public were present.

124/22 Apologies– Apologies received and accepted from Councillor Callear and Councillor O’Nion. 125/22 Declaration of Disclosable Peculinary and Other Interests – none declared.

128/22 Confirmation of Minutes - The Council resolved that the minutes of the meeting held on Thursday 12 May 2022 be a true and accurate record of the proceedings.

129/22 Matters Arising From the Minutes.

130/22 Correspondence

  1. Complaint received from a resident on Hollings Lane that cars were using their driveway to turn their vehicles around, whilst attending the Bramley Sunnyside JFC football presentation event on 22 May 2022. Concerns of road safety was noted. Residents were unaware of the planned event.
  2. Request received from Bramley Sunnyside JFC to hold their annual football presentation on Hollings Lane playing field, on Saturday 20 May 2023. The Council booking terms do not permit bookings more than 6 months in advance. The Council agreed in principle but cannot confirm until 6 months before. The Council requested that Bramley Sunnyside JFC, leaflet drop details of the event to residents on Hollings Lane.
  3. Additional Item: Councillor Mills (Ward Councillor) has confirmed a £130.00 donation to Ravenfield News and Information, to be used to provide children attending the community fete on Saturday 18 May 2022 with a free ice cream. Councillor Mills asked that the Council donate a further £70.00. The Council resolved to donate £70.00.
  4. Additional Item: Councillor O’Nion asked by email, if the Council would approach RMBC to have the stability of the under canopy of the large oak tree on Moor Lane South, assessed, stressing that residents do not want the tree to be cut down. Action: Clerk to submit the request to RMBC.

131/22 Matters Relating To The Recreation Grounds

  1. Hollings Lane Play Area, Swing Basket. Councillor Rowley and the Clerk met with a Kompan representative Simon Burke and Tim Archer from Rotherham MBC on Thursday 26 May 2022. Recommendation was to replace the current timber frame. The outside of the frame appears to be in good condition, but the condition below ground or inside is unknown. At some point the frame will need to be replaced and worthwhile doing this at the same time of installing a new swing basket. Quotations received to replace the current swing basket frame with a metal equivalent and new swing basket - £4241.40 exc vat. An alternative option, to replace the frame with a metal equivalent and a two seat swings - £3772.20 exc vat. The Council resolved to proceed with the metal frame swing basket quotation, stipulating that chains to fix the basket be used and not rope. Costs to be discussed at the Youth Charity Meeting.
  2. Additional Item: The padlock to the gate on Hollings Lane playing field broke. The Clerk confirmed that a replacement padlock has been fitted. New keys distributed and new key permission documents completed.
  3. Additional Item: Report received from a parishioner than the concrete entrance of Jubilee field was damaged by plant equipment when the drain repair works were carried out. The Clerk confirmed the report has been forwarded onto the drainage team at Rotherham MBC to investigate.

132/22 Matters Relating to the Parish

(a) Councillors have visited the Miners Remembrance Monument and found it to be well hidden in overgrown grass. The wording is difficult to read, but question raised if the monument is in remembrance to mine or the quarry? Action: Clerk to contact Neil Bingham for historical information. The crossroad garden was suggested a possible location if the monument was re-sited.

133/22 Matters Relating to the Parish Hall

(a) The Council resolved that there should be a cleaning fee and set up fee imposed. This fee should be incorporated within the Terms of Hire of the Parish Hall. To be reviewed at the next meeting.

134/22 Matters Relating to the Parish Council

  1. The Council resolved to adopt the Staff Pension Policy.
  2. The Council resolved to adopt the Ravenfield Emergency Community Plan, and thanked Councillor O’Nion

for his work putting this together.

  1. Community Plan Questionnaire online version is complete. Action: Clerk to forward onto Councillor Jay who will generate a QR code.
  2. The Council resolved to approve the Zurich insurance renewal premium £1606.19. The premium has increased by £212.00 due to the increased asset valuation of the Parish Hall.

135/22 Reports From Ravenfield Community Group Plan (Rcgp)

(a) The Council resolved that no terms of reference be necessary, and that a regular agenda item was not required, and should be removed from future agendas.

136/22 Reports From Ravenfield Allotment Commitee

  1. The Clerk shared advice received from YLCA, and the error made in forming a hybrid of a Committee and Society. The Council resolved to follow the guidance provided and form Ravenfield Allotment Society. Action: Clerk to reissue the Terms of Reference and Tenancy Agreement.
  2. Minutes of meeting held on 25 May 2022, noted.
  3. Chairman, Darren Machen would like to step down and allow Vice Chairman to take over the role. The Council raised no objection. The Council thanked Darren Machen for all his time and effort in getting the allotment off the ground..
  4. Additional Item: The Chairman notified the Council that the Allotments Society have been successful in obtaining a grant from the National Lottery for £5000.00 and a grant from Arnold Clark for £1000.00. The intention is to spend some of this money towards the purchase of secure storage. Details of the storage will be forwarded to the Council to obtain approval.

137/22 Matters Relating to Redrow Development

Councillor Rowley attended the Planning Board Meeting on 19 May 2022. 8 Councillors voted to approve the increase in number of dwellings, 2 Councillors voted against, and 2 abstained.

Information circulated from Nature Recovery of suggestions Redrow Homes could look to implement. The Council fully supported all of the suggestions. Action: Clerk to forward onto Redrow Homes to ask that they consider the suggestions to preserve biodiversity.

The Clerk asked the Council if moving forward, complaints/queries relating to the development be forwarded onto Bramley Parish Council, or dealt with by Ravenfield? The Council asked that a log of all queries/complaints be kept and for the Clerk to use discretion how best to deal with the complaint/query.

Housekeeping issues to date include, trapped deer in the field, mud on the road from wagons accessing site, Heras fencing placed on the road, causing a hazard to traffic, no signage.

138/22 Matters Relating to Green Items

Councillor Rowley asked the Clerk to look out for levelling up capital projects to support the funding required for solar panels at the Parish Hall.

139/22 Planning

RB2022/0797 – 2 Poplar Grove, Ravenfield. Two storey side and front and single storey front extension. Noted – no objections raised.

140/22 External Meetings

Councillor Leach and Councillor Rowley attended the Bramley Platinum Jubilee concert, Monday 20 May 2022, held at St Francis Church, Bramley.

Community Picnic held on Hollings Lane playing field on Saturday 4 June 2022 was attended by Councillor Jay, Councillor Leach, Councillor Rowley and Councillor Pearson. The weather was not good, and the event was not well attended.

Councillor Leach attended a YLCA online course, S137 and General Power of Competence, 8 June 2022. 141/22 Yorkshire Local Councils Associations

Councillor Rowley would like to attend the YLCA, 1 day conference on Friday 23 September 2022. Councillor Pearson expressed an interest to also attend. The Council approved purchase of tickets to the event for all Councillors wishing to attend. The cost of tickets is £120.00 per ticket.

142/22 Financial Matters

  1. Update on Council’s finances. The information was noted and approved.
  2. Payments to be made were approved for June 2022. There will be no meeting in July 2022. Details of payments to be made in July will be circulated by email to Councillors.
  3. Internal Auditor Report, 2021/2022, received 30 May 2022 and circulated by email. No recommendations received. Annual Governance and Accountability Return year ended 31 March 2022 forms were approved and signed by the Chairman. The Clerk will submit the accounts to the external auditor PKF Littlejohn LLP.
  4. Closure of HSBC bank account. The Clerk confirmed that all direct debts have successfully been closed with HSBC and set up with Unity Bank Trust. Councillor Pearson and Councillor Rowley signed a letter requesting closure of the HSBC account, and that all funds be transferred to the Unity Bank Trust account.

(a) The date and time of the next meeting was confirmed as 11 August 2022 at 6.30pm, to be held in the Parish Hall.

145/22 Exclusion of the Press and Public

It was moved that under Section 100(A)4 of the Local Government Act 1972, the public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in Paragraph 3 of Part 1 of Schedule 12(A) of such Act indicated, as now amended by the Local Government (Access to Information) (Variation) Order 2006, information relates to finance and business affairs. It was moved that under Section 100(A)4 of the Local Government Act 1972 the public be excluded from the meeting for the following items of business due to the confidential nature of the business to be transacted.

Ravenfield Parish Council

Public Participation 9 June 2022

Resident of Birchwood Drive reported that cars are still parking on the kerb outside the properties 14-18 Birchwood Drive, with the unsafe wall. The resident has approached people parking outside the properties, and they confirmed that they had not received any information from the Council of the wall safety concerns. The Clerk confirmed that an email was sent to the Baby group and Toddler group organisers asking that they relay the wall safety concerns to visitors of their groups, and a request not to park on the kerb. Action: Clerk to re-send the email to the Baby and Toddler group.

Following questions raised:

Can speed cameras go further down the Braithwell Road, past the bus terminal?

Councillor Leach explained that these requests can be submitted by individuals online and recommended that residents submit the requests, as the more request received, the more likely this will happen.

Can the Parish Council participate in a speed camera awareness, where by the Council take their own speed readings with a speed gun, and registration plates, and report these to the police?

Councillor Pearson explained that this has been carried out by the Council in the past. Individuals can volunteer to police areas in this way, by visiting the South Yorkshire Safety Camera website.

Can we have speed bumps placed in the village?

People are not in favour of speed bumps. Again, the request can be submitted by individuals.

Ravenfield Youth Charity

9 June 2022

Minutes of the Ravenfield Youth Charity meeting held on Thursday 9 June 2022 in Ravenfield Parish Hall, chaired by Councillor R Jupp.

Present: Councillors K Jay, R Jupp, T Leach, N Pearson, D Rowley and Clerk G O’Carroll.

Meeting Commenced at: 8:47pm

Reference minute: 106/22 (a). Friends of Ravenfield sought a financial contribution towards purchasing commemorative coins to mark the Queens Platinum Jubilee, for all of the children at Ravenfield Primary Academy. The coins cost a total of £660.00. The school raised £226.50. Ward Councillors donated £140.00 resolved that Ravenfield Youth Charity grant Ravenfield Primary School the shortfall amount of money of £269.50.
