The Minutes of Ravenfield Parish Council

Minutes of the Ravenfield Parish Council meeting held on Thursday 11 November 2021 at 6.30pm in Ravenfield Parish Hall, chaired by Councillor D Rowley.

Present: Councillors B Callear, K Jay, R Jupp, T Leach, R O’Nion, N Pearson, D Rowley and Clerk G O’Carroll

Four members of the public were present.

A minute’s silence was held in remembrance of Neil McKinnon.

193/21 Apologies - no apologies received, all Councillors present.

197/21 Confirmation Of Minutes - Typing error on minute 186/21. Should read planet and not planter. The Council RESOLVED that the remaining minutes of the meeting held on Thursday 14 October 2021 be a true and accurate record of the proceedings.

198/21 Matters Arising From The MinutesThe Clerk provided an update to minute reference 179/21 (a). Duo-fit have not yet returned the key to the gate on Hollings Lane playing field. Payment has been received for two out of three hire invoices. Minute 182/21 (c), Staff Pension Policy – Councillor Rowley has spoken with South Yorkshire Pensions, and a list of required documentation has been sent to the Clerk. Action: Clerk to submit necessary documentation.

199/21 Correspondence

  • a) Silverwood Colliery Heritage Group, would like to mark the anniversary of the last shift worked in the pit by decorating the Colliery Wheel, invite Maltby MW Brass band to play, and serving light refreshments, and seek Ravenfield Parish Council approval. The Council welcomed the plans, and asked for details of the event to help advertise within the village.
  • b) A report was received that a visitor of the Hall tripped over the door access ramp, and asked if the Council may consider painting this? The Council agreed to ask the Caretaker to look at ways to highlight the ramp

200/21 Reports From Ravenfield Community Group Plan - Next meeting will be held on 8 December 2021. Still fundraising by holding pop-up cafes.

201/21 Matters Relating To The Recreation Grounds

(a) Jubilee Field, Drain Survey. The Clerk and Councillor Leach met with Rotherham MBC on site, Tuesday 10 November 2021. Works to repair the collapsed drains commenced 11 November 2021. The drains are to be rerouted away from the trees. New drain pipes will have a concrete shell to help protect against damage. Works are expected to take 10 working days. A welfare cabin is on site, positioned away from properties. Councillor Leach reported that residents on Oborne Close have been experiencing smell of drains. Councillor Leach has been reported to Severn Trent. Action: The Clerk to also contact Severn Trent and request a drain Ravenfield Parish Council – 11 November 2021 Page 2 of 4 survey.

202/21 Matters Relating To The Parish

  • (a) Rotherham MBC - Community Clean Up. Hollings Lane (entrance into the woods, around Ravenfield Arms). Jubilee field dens within the trees/hedges. Bus terminal on Braithwell Road, were all identified as areas which would see benefit from a clean up.
  • (b) £361 was collected for the Royal British Legion, in sponsored lamppost poppies. Thanks was paid to all the volunteers who helped display the poppies. A remembrance service will be held at the war memorial, Moor Lane North on Sunday 14 November 2021 at 10:45am. The lamppost poppies are to be taken down on the weekend of 27 and 28 November 2021.
  • (c) Rotherham MBC have confirmed that the street name plate will be replaced, which will read “Longfield Drive S66, Leading to Smeaton Close and Grayson Close”. A “No Through Road” sign will be placed immediately after the junction of Longfield Drive and Grayson Close.
  • (d) An informal meeting was held virtually, on Wednesday 10 November 2021 with Rotherham MBC, Planning Case Officers, Robert Morrell and Lisa Brooks. The Council discussed the concerns and questions regarding the Moor Lane South development. The Council RESOLVED that the minutes of the meeting be a true record. Action: The Clerk to ask the Ward Councillors to arrange a meeting with Chris Reed (Rotherham MBC), Ravenfield Academy Head Teacher, Transport representatives, Medical Centre, GP’s.
  • (e) The Council agreed that a new notice board be placed on Braithwell Road. Action: The Clerk to include the cost of this in the 2022-2023 budget.

203/21 Matters Relating To The Parish Hall

(a) Solar Panels – Only one quotation received to date. This is to be used in the application of a National Lottery Community Fund, together for our planet.

204/21 Matters Relating To The Parish Council

  • (a) Councillors confirmed that they have all successfully logged into the Unity Bank account. It was RESOLVED that the Council commence using the new bank account for payments from January 2022. 50% of the current funds held in the HSBC account are to be transferred into the Unity bank account. The HSBC account is to be closed at the end of March 2022.
  • b) Parish Asset Valuation. Update – awaiting the Charter Surveyors report.

205/21 Matters Relating To The Parish Allotments

(a) Annual General Meeting of Ravenfield Allotment Committee to be held on 2 December 2021, 7:00pm.

206/21 Planning

RB2021/1678 – 11 Bellwood Court.Ground floor rear extension.

RB2021/1876 – Moor Farm, Moor Lane North. Relocation of existing approved garage and workshop, repairs to existing stables, and new stable block.

All planning applications were noted. No objections raised.

210/21 Financial Matters

(a) Update on Council’s finances. The information was noted and approved. The Clerk informed the Council that the cheque payment to CS Surfacing Ltd, for the resurfacing works at the Hall, had been returned as not having being signed in accordance with the mandate. The cheque was signed by the same authorised signatories as all those in October. A replacement cheque was issued. Cheque payment to YLCA, was damaged in the post (photos provided). A replacement cheque was issued

(b) Payments to be made were approved.

211/21 Date And Time Of Next Meeting

The date and time of the next meeting was confirmed as 9 December 2021 at 6.30pm, to be held in the Parish Hall.

212/21 Exclusion Of The Press And Public

It was moved that under Section 100(A)4 of the Local Government Act 1972, the public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in Paragraph 3 of Part 1 of Schedule 12(A) of such Act indicated, as now amended by the Local Government (Access to Information) (Variation) Order 2006, information relates to finance and business affairs. It was moved that under Section 100(A)4 of the Local Government Act 1972 the public be excluded from the meeting for the following items of business due to the confidential nature of the business to be transacted.
